The York County Planning Commission reminds officials in local government that the Municipal Assistance Program will reimburse municipalities up to 50% of all costs incurred to adopt, administer, and enforce a floodplain ordinance. Municipalities are encouraged to take note of the documentation that is needed so that they can easily apply for reimbursement for this year's expenses in January.
The application must be submitted by the last business day in February. In the interim, municipalities are reminded to take note and save several critical items in a central location, at a minimum. Those items include hourly time/rates for anyone working on updating the floodplain ordinance or administering or enforcing it, including time to review and process permits; printing/mailing expenses associated with adopting, administering, and enforcing the floodplain ordinance; invoices and receipts for any technical assistance such as engineers associated with adopting, administering, and enforcing the floodplain ordinance; invoices and receipts for solicitor expenses associated with adopting, administering, and enforcing the floodplain ordinance; and mileage associated with monitoring and inspecting floodplain development.
Floodplain management criteria is listed on page 11 of the document accessible at https://dced.pa.gov/download/municipal-assistance-program-map-guidelines/?wpdmdl=82954.
